Mainnet is clean.
And it stays that way.
Mainnet is a new network, and we started fresh. It is meant to be a good place – not a place to spread filth. That is why every domain is activated before it goes live. And any domain that violates these rules can be deactivated and permanently revoked.

Almost anything legal is allowed
Blogs, shops, associations, projects, art – build what you want, as long as it is legal and clean.
Everything below is prohibited
Twelve categories, without exception – from pornography of any kind to drug shops.
Violations cost you the domain
Deactivation, then permanent revocation – without refund of the €4.99.
The summary does not replace the full text below.
§ 1
Scope
- These rules apply to all Mainnet domains – with any ending, including custom endings (e.g. .com .de .net .org .cp77 .berlin) – activated by cypherpunk2077.com as the registry: to the website under the domain, the mail for the domain and everything offered, linked or brokered through them. A new ending is reviewed together with its first activation; reserved endings are not assigned.
- By submitting a domain request, the requester accepts these rules. Notice and link appear before the Bitcoin invoice: in the chat, in the info panel of one’s own domain when renewing, and on the command line. This also applies to every renewal.
- Owners are responsible for their content. They host their sites themselves; no website content, no mail and no relay reside on the registry’s computers. Before activation, the registry checks only name, brand and payment – not content.
- Hidden hosting does not change responsibility. Sites are hosted hidden by default (onion service via the built-in Tor); nobody can see where they are located. The owner nevertheless remains responsible for their content, and all rules and measures apply unchanged – they act on the domain and the content, not on the location.
- The registry can deactivate and permanently revoke any activated domain. The measures in section 4 refer to exactly this.
- Key addresses (k….cp77) are switched off; there are no sites without activation.
§ 2
Principle
Mainnet is something good – not a place to spread filth.
Mainnet is encrypted, but it is not a lawless space. Whoever gets a domain gets a place in a shared, clean network. Domains that violate these rules can and will be deactivated and, where applicable, permanently revoked and closed.
§ 3
Prohibited content and activities
In each case, not only the content itself is prohibited, but also offering, selling, brokering, advertising and linking to it, and providing instructions for it – on the website, by mail under the domain or via redirects. What counts is the content, not its disguise (e.g. code words, “for research purposes only”, paywalls, hidden subpages).
Each category has a reason code. Exactly this code appears in the public log when a domain is deactivated or revoked because of it.
3.1 Pornography and sexual content tos-sexual
Pornography and sexual content of any kind: images, videos, texts, live streams, erotic and sex shops, escort and sex services, contact and brokerage platforms for sexual services, webcam offerings, as well as links and redirects to such offerings. This applies even if the content would be legal or is labelled as “art”.
3.2 Depictions of child sexual abuse abuse-csam
Any depiction of the sexual abuse of children and adolescents, including drawn, generated or “fictional” depictions, sexualised poses, solicitation (grooming), exchange, sale, linking and instructions.
- Immediate, permanent revocation without prior warning.
- Evidence is preserved and may be reported to the authorities. Only information the registry already holds is preserved: domain, owner key, time, content of the report, log entries. The material itself is not downloaded or stored.
3.3 Drugs tos-drugs
Sale, brokering and advertising of narcotics and unapproved psychoactive substances (“legal highs”, research chemicals), drug shops and marketplaces, ordering and delivery services, instructions for manufacturing and cultivation, as well as links to them. This also covers prescription-only medicines without a prescription.
3.4 Weapons and explosives tos-weapons
Trade in and brokering of weapons, weapon parts, ammunition and explosives, construction instructions (including 3D-printing files for weapons), instructions for modifying weapons or making them capable of live fire, as well as links to them.
3.5 Fraud and financial crime abuse-phishing
Fraud in any form: phishing sites (replicas of third-party log-ins, banks, shops, including of cypherpunk2077.com), fake shops, scams (advance-fee, crypto, investment and romance fraud), trade in stolen data, cards, accounts and credentials, money laundering and “mixer” services for concealing criminal funds, as well as instructions and templates for these.
3.6 Malware and attacks abuse-malware
Distribution of malware (viruses, trojans, ransomware, spyware, stalkerware), hacking services against third parties (cracking accounts, breaking into systems), botnets and their control, DDoS offerings (“booters”, “stressers”) and the sale of exploits for attacks on third parties.
Security research, education and open-source tools that are not specifically offered for attacks on third parties remain allowed.
3.7 Hate, calls to violence, terrorism, extremism tos-hate
Incitement against people on the grounds of origin, religion, gender, sexual orientation, disability or similar characteristics, calls to violence, threats, glorification and support of terrorism, propaganda for and recruitment by extremist groups, as well as instructions for attacks.
3.8 Human trafficking, exploitation, depictions of violence tos-exploitation
Human trafficking, forced labour, forced prostitution, organ trafficking, exploitation of people (including brokering and recruitment for it), as well as depictions of violence that glorify violence or put it on display (e.g. videos of torture, killing or animal cruelty).
Reporting within the scope of section 8 (journalism) remains allowed.
3.9 Illegal gambling tos-gambling
Online casinos, betting offers, lotteries and gambling for money or crypto without the required licence, as well as brokering of and links to them.
3.10 Pirated copies, copyright and trademark infringements tos-copyright · trademark
Copyright (tos-copyright): pirated copies of films, series, music, books, software and games, download and streaming portals for them, cracks, keygens, circumvention of copy protection, as well as link collections pointing to them.
Trademark law (trademark): misuse of third-party brands, imitation of third-party presences, brand and typo domains without a right to them.
3.11 Counterfeits tos-counterfeit
Forged documents (ID cards, passports, driving licences, certificates, medical certificates, vaccination records), counterfeit money, counterfeit products (brand knock-offs, counterfeit medicines), as well as templates, instructions and brokering for them.
3.12 Other criminal offences tos-illegal
Anything else that is criminal or prohibited under applicable law, even if not expressly mentioned above – e.g. doxing and publishing other people’s private data, extortion, crimes for hire, stalking, distribution of intimate images without consent.
§ 4
Measures
The registry does not review content in advance. It acts upon a report or on its own suspicion (notice and action). Every measure is triggered in the admin panel, signed with the admin key and published as an entry in the public transparency log.
| When | Effect | Log entry | |
|---|---|---|---|
| Rejection of a request | Name, brand or recognisable purpose violates the rules; owner key blocked | Domain is not activated | reject · with reason code |
| Deactivation | Immediately upon well-founded suspicion or a report | The domain is blocked in all official Mainnet software as soon as it has the new log state (target: ≤ 1 minute for devices that are online). Modified software can ignore this (see “Limits”). Name and key remain assigned to the owner. | suspend · with reason code |
| Review | After deactivation | The registry examines the report and the publicly reachable site; the owner can respond via the chat (section 6). | – |
| Reactivation | Violation not confirmed, remedied (in minor cases) or appeal successful | Domain is online again | unsuspend |
| Permanent revocation and closure | Violation confirmed | Domain is permanently revoked from the owner and closed; website and mail are no longer reachable through official Mainnet software. Whether and when the name is reassigned is decided by the registry; in serious cases it remains blocked. | revoke · with reason code |
| Content blocklist | With or after a revocation for a violation (reason abuse-* or tos-*) | The revoked content (e.g. website version, package, files) is added to a public, signed blocklist. Official Mainnet software then no longer loads, displays, stores or hosts it – not even under another domain. Only unmodified copies are recognised. | blocklist · anchored in the log |
In addition:
- No refund in the event of violations – neither upon deactivation nor upon revocation, not even pro rata. Remaining points (section 11) are forfeited.
- Serious cases without prior warning: for category 3.2 (abuse-csam), revocation is immediate and without prior warning. In other serious cases as well (e.g. active phishing, malware, terrorism, human trafficking), the registry may deactivate and revoke without prior warning.
- Repeat offenders: if a domain has been revoked from an owner key, that owner key is blocked for new requests; new requests made with it are rejected with reject. For this purpose, the admin panel shows earlier deactivations of this key with every request.
- The registry cannot change or delete content (the zone is signed by the owner); it can only deactivate or revoke the domain and add content to the blocklist.
- Limits: blocks take effect in official Mainnet software and nodes. Modified or third-party software can continue to serve or display a blocked site, and an onion service of the owner keeps running even without the Mainnet name. Devices without a network connection only learn of a block when they next connect. The block is nevertheless visible to everyone in the log, and official nodes and search do not help to spread the content.
§ 5
Reporting
Channels:
- in the Mainnet Browser via the “Report page” button (menu ⋯ or the info field of the ◆ Mainnet badge). The report is sent encrypted and via Tor to cypherpunk2077.com. Only the details from the report window and the public identifier of the website version currently displayed are sent – no history, no cookies, no screenshot.
- via the chat on cypherpunk2077.com – without an account, via Tor if you wish (onion service),
- or within Mainnet to support@mainnet.com.
◆ support@mainnet.com · Mainnet only
Contents of a report:
- the affected domain or address (e.g. mainnet://shop.de/seite),
- the category from section 3 (reason code, if known),
- a short description of what exactly violates the rules and where it can be found,
- optional: the chat’s return code, if you wish to be informed of the outcome (in the browser: tick “I want to be informed of the outcome”).
- For category 3.2, do not send any images or files – only the address and a description. The report button in the browser never accepts attachments.
- Reports are stored without sender data and are never published.
- Abuse of the reporting channel (knowingly false reports, mass reports against competitors, harassment) is not processed; anyone who abuses the reporting channel may be blocked in the chat. If the abuse involves a domain owner, it counts as a violation of these rules.
§ 6
Appeal
- The owner may lodge an appeal against any measure (rejection, deactivation, revocation) within 14 days of the log entry via the chat on cypherpunk2077.com.
- The appeal names the domain and states why the measure is wrong. The owner identifies themselves with their domain key (e.g. a message signed with the SDK) – no key, no appeal.
- The registry decides and replies in the chat. The outcome is recorded in the log: successful appeal → unsuspend (or activation via register after a rejection); rejected appeal → the measure remains or becomes a revoke. A successful appeal against a revocation also removes the related entries from the content blocklist.
- If the content blocklist hits harmless content (e.g. an image that a revoked site had copied from a legal site), anyone affected can contact the registry via the chat; the registry removes the entry.
- Once the 14 days have expired, the measure is final.
§ 7
Transparency
- Every measure appears publicly and signed in the transparency log – with a reason code (section 10) and, optionally, a short public justification (field note, at most 280 characters).
- No personal data in the log: no names, IP addresses, mail addresses, transaction IDs and no information about reporters.
- The content blocklist is public and signed, but contains only one-way identifiers – no addresses, paths or content. It cannot be used to find blocked content.
- Log entries cannot be changed or deleted. Anyone can verify which domain was deactivated or revoked, when and why.
§ 8
Allowed and welcome
Mainnet is there for everything that is good and legal, for example:
- private sites and blogs
- legal shops and services
- associations, initiatives, projects
- art, music, photography, games (without pornography)
- journalism, research, opinion sites
- education, tutorials, knowledge collections
- open source and software projects
- communities, forums, meeting places
Criticism, satire and uncomfortable opinions are allowed, as long as they do not fall under section 3.
§ 9
Changes to the rules
- New versions receive a new version number and a date and are announced: on cypherpunk2077.com, in the chat and as a policy entry in the log with the hash of the text version.
- A new version applies to new requests immediately and to existing domains 30 days after the announcement.
- Anything criminal (sections 3.2 and 3.12) is always prohibited, regardless of any version.
- Earlier versions remain available to read (version 1 of 26 Oct 2026).
§ 10
Reason codes
These codes are available for selection in the admin panel and appear in the log field reason.
| Code | Category | Usual measure |
|---|---|---|
tos-sexual | 3.1 Pornography and sexual content | suspend → revoke if confirmed |
abuse-csam | 3.2 Depictions of child sexual abuse | immediate revoke, without prior warning; preservation of evidence, report to the authorities where applicable |
tos-drugs | 3.3 Drugs | suspend → revoke |
tos-weapons | 3.4 Weapons and explosives | suspend → revoke |
abuse-phishing | 3.5 Fraud, phishing, fake shops, stolen data, money laundering | immediate suspend → revoke |
abuse-malware | 3.6 Malware, hacking services, botnets, DDoS | immediate suspend → revoke |
tos-hate | 3.7 Hate, calls to violence, terrorism, extremism | suspend → revoke (terrorism: without prior warning) |
tos-exploitation | 3.8 Human trafficking, exploitation, depictions of violence | immediate suspend → revoke |
tos-gambling | 3.9 Illegal gambling | suspend → revoke |
tos-copyright | 3.10 Pirated copies, copyright infringements | suspend; unsuspend after removal, revoke if repeated |
trademark | 3.10 Trademark infringement | reject on request; existing domain suspend → revoke or transfer to the rights holder |
tos-counterfeit | 3.11 Counterfeits | suspend → revoke |
tos-illegal | 3.12 Other criminal offences | suspend → revoke |
§ 11
Term, points and payment
- A domain costs €4.99 per year, the same for every ending. Payment is accepted in Bitcoin only.
- €4.99 = 500 points = exactly one year of term (until the same day and time in the following year, UTC). Points belong to exactly one domain; they are not a credit balance and are not paid out in money.
- Payments that differ from the invoice are converted into points, in proportion to the invoice amount: paying too little gives fewer points and thus a shorter term; paying too much gives more points and a longer term.
- Activation and crediting take place after review by the registry, usually within 24–48 hours of the payment being received. Activation is always done by hand.
- Renewing (topping up points): in the info panel of your own domain in the Mainnet Browser (signed with your own key file), with the command mainnet renew <domain>, or in the chat. New points are added to the existing term; topping up early costs nothing.
- Reminders are sent 5, 3 and 1 week before expiry by mail to the domain’s mailbox; your own node also shows them. Reminders never contain a payment link. The owner remains responsible for renewing in time.
- There is no refund in the event of violations (section 4).
§ 12
Short version for the chat
The registry sends this text in the chat with every domain request.
Mainnet is something good – not a place to spread filth. Forbidden are, among other things, pornography of any kind, depictions of child sexual abuse, drugs, weapons, fraud, malware, hate, exploitation, illegal gambling, pirated copies, counterfeits and everything else that is criminal. Domains that break these rules are deactivated and, where necessary, permanently revoked – without refund, and every measure is public in the log. With your request you accept the terms of use (version 2, as of 27 Oct 2026).
§ 13
Changes from version 1
The wording of version 1 of 26 Oct 2026 remains available to read. The prohibitions (section 3), the reason codes (section 10), the appeal period, the rule for repeat offenders and “no refund in the event of violations” are unchanged.
- § 4 Deactivation: instead of “offline for everyone (≤ 1 minute)” now “blocked in all official Mainnet software; target ≤ 1 minute for devices that are online; modified software can ignore this”. Correspondingly for revocation: “no longer reachable through official Mainnet software”.
- § 4 new: limits of blocks (modified software, onion services, devices without a network connection).
- § 4 new: content blocklist after a revocation; § 6 extended by removal for harmless hits and after a successful appeal; § 7 extended by the public blocklist with one-way identifiers.
- § 5 Reporting: “anonymously via the chat” → “without an account, via Tor if you wish”; “reporters remain anonymous” → “reports are stored without sender data and are never published”.
- § 5 new: “Report page” button in the Mainnet Browser, stating what is sent and what is not.
- § 1: every custom ending included; rules are also accepted when renewing in the info panel and on the command line; hidden hosting does not change the owner’s responsibility.
- § 2: “private and encrypted” → “encrypted”.
- § 11 new: term, points and payment (500 points = 1 year, conversion of differing payments, usually 24–48 hours until activation, renewing, reminders); § 4: remaining points are forfeited in the event of violations.
- § 9: reference to version 1, which remains available to read.
Version 2 applies to new requests from its announcement and to existing domains 30 days thereafter (section 9).
By requesting a domain, you accept these rules.
This also applies to renewals. Anyone who abides by them has nothing to fear in Mainnet – and helps keep it a good place.
